Citywide Consultation on the Removal of BT Payphones in the Sheffield Area – Closing date 27th July 2021

Overview

BT is proposing to remove several payphones in the Sheffield area.

Why we are consulting

Consultations on the proposal have been carried out by BT and us. 

We are now consulting on the “First Notification”. This is our draft decision on whether to object or consent to the removal of the payphone equipment at the 46 proposed locations across the city.

Citywide Consultation on the Removal of BT Payphones in the Sheffield Area – April 2021

BT proposes to remove a number of payphones (the phone box and the equipment) across the city – see the document attached for their locations

The Council are collating views on the permanent removal of these services.

BT have already put notices in the kiosks.

If anyone wishes to comment or object to these proposals, please write to Sheffield City Council as the local planning authority

Deadline for comments is 31 May 2021.

The local planning authority will then consider the comments, alongside other prescribed factors and will publish in draft whether they will be consenting or objecting to the proposal on that basis.

Proposals to change how we let social housing in Sheffield

We are looking at making some changes to the way we let Sheffield’s social housing, to better meet the needs of our customers and the demand in our city.

We want to gather as much feedback as possible on the proposals so please spare 15 minutes if you can to complete our survey.

The proposed changes include:

  • A separate register for adapted properties, specifically let to people with a mobility or medical need
  • Affordability assessments on everyone offered social housing
  • Only allowing those with a local connection to Sheffield to join the Housing Register
  • Giving greater priority to people who need to move urgently
  • Increasing the time tenants are unable to re-join the Housing Register for after taking a tenancy

These proposals could bring about some important changes to the way we let our social housing. Make sure you have your say and let us know what you think.

The Government has launched a nationwide Call for Evidence, which closes on 19 February, to inform the new ‘Tackling Violence Against Women and Girls strategy’
Purpose

To engage with and listen to those with lived experience of or views on violence against women and girls, those with expertise in working with victims / survivors, those involved in preventative activity, in providing services and, more generally, the communities and organisations affected by these crimes. This includes relevant professionals, such as those working in social care, education, law enforcement, local government, public health and healthcare

Sheffield City Council Call for Evidence – Governance Review 2019

Overview

This summer, a valid petition calling for a change in the way Sheffield City Council makes decisions was submitted to the Council. The petition called for the Council to move to a ‘committee system’ model of governance and a referendum will be held on this issue in May 2020.  We are therefore looking at how a committee system could operate in Sheffield, and, at the same time, exploring how we could enhance and improve the current Leader and Cabinet model to inform the two option referendum.

 The Council’s Overview and Scrutiny Management Committee (OSMC) is working with the Council’s Deputy Leader to develop a set of principles on which any future decision making structure should be based, and looking at the strengths of different decision making models. This will include considering issues such as: speed of decision making, cross-party member involvement, schemes of delegation, openness, transparency & accountability, scrutiny & checks and balances, forward planning of decisions and cost.

 The OSMC wants to hear what people think about this – so we are launching this online call for evidence.  This will run alongside our schedule of meetings where we’ll invite a range of different interested groups and organisations along to give evidence.   This work will help to shape the governance proposals that the Council will publish in advance of the referendum setting out how a committee system or a modified Leader and Cabinet system would work.

This call for evidence will run until the 17th November. All information gathered through this process will be published and considered by the Overview and Scrutiny Management Committee. Big City Conversation event – Wednesday 30th October, book your place now

BigCity-newsroom-218x150As part of Sheffield’s Big City Conversation and the upcoming referendum on the city’s governance, residents in Sheffield are invited to an independent event to discuss the way decisions on a city wide scale might be made in the future.

The option to change from a Leader & Cabinet model to a Committee model will be put to the people of Sheffield at a referendum in May 2020. A report led by Councillor Terry Fox and the Overview and Scrutiny Management Committee to define the principles of that proposed change, will be brought before Full Council by January’s meeting.

As a first step to help people understand, get involved and to capture their thoughts and suggestions about what needs to be done, a public event is being held at the Sheffield Town Hall on Wednesday 30 October.

The event will consider the question: ‘How Should Decision Making Work?’ and will look at the principles that ought to be part of designing any new decision making process to be developed before the Governance referendum in May 2020.

It is part of the recently announced ‘Big City Conversation’ and this first event will collect evidence for the Overview and Scrutiny Management Committee that is carrying out the Review for the City Council.

The event, which will be independently chaired by Active Citizen, Nigel Slack will provide attendees with the opportunity to:

  • hear from a range of national experts and local business and community groups about what they think;
  • explore and ask questions about the various options; and
  • have your say on what is most important to you about how the city should be run in the future.

Mr Slack said: “It’s important that everyone in Sheffield understands what is happening and how they can be involved in the decisions that affect them. Thousands have already shown that they have an appetite to be more involved in our local democracy and want to be part of the conversation on how that will happen. This is a great opportunity to reach and engage with even more people.

“Despite an incredibly short and difficult timescale, I hope we’ll see a packed out Town Hall next week and at future events, where Sheffielders can find out more, have their say and see how things could be done differently. I look forward to taking part in some interesting discussions about the future of decision making in Sheffield.” 

The event is being held at the Town Hall on Wednesday 30 October from 6pm to 8pm.

Everyone is welcome to attend this free event but a limited number of tickets are available. People can book their place on Eventbrite.

During Local Democracy Week and in the lead up to the launch of the Big City Conversation, hundreds of people gave their views about Sheffield at the Council’s pop-up stall in the Moor Market last week.

The Big City Conversation will be launched soon with events across all of Sheffield’s communities plus the option to give views online. All details will be published at sheffield.gov.uk/bigcityconversation

Overview

Phase 1 Consultation

Thank you for taking the time to respond to the Private Sector Housing Strategy Survey which took place in June and July 2019. A total of 217 households responded, 125 home owners and 92 private renters. Below is some feedback from the consultation and our response.

You told us:

  • You want more housing advice and information on our website and for us to promote it through social media.
  • You would find it helpful if we provided the following advice and support:
  • Help to make your home more energy efficient, sustainable and low carbon through better insulation, renewal energies and upgrading heating systems
  • A handy person scheme to carry out small repairs and home and garden maintenance
  • Home security advice
  • Help to find more affordable accommodation especially in the private rented sector
  • More landlord regulation and greater tenancy security for private rented tenants

Following feedback from this consultation the challenges identified in the Strategy are:

  • Challenge 1 – Limited awareness of the support available to home owners and private renters
  • Challenge 2 – Poor condition of private sector housing
  • Challenge 3 – Climate change
  • Challenge 4 – Managing the private rented sector
  • Challenge 5 – People living in unsuitable homes which is affecting their health
  • Challenge 6 – Increasing numbers of long term empty homes
  • Challenge 7 – Rising house prices and private rents
  • Challenge 8 – Sustainable neighbourhoods

Priorities

To address these challenges and support private residents in their homes we have identified four priorities for the Strategy. These have been revised following feedback in the first phase of consultation.
